期待拜登总统为昭陵二骏回归中国努力

拜登总统阁下您好:

祝贺您担任美国第46任总统。

您经常说,一个良好的社会和国度,应该尊重民意的表达。此次给您写信,最主要源于您是宾夕法尼亚人,并曾担任宾夕法尼亚大学教授,并刚刚担任美国总统。

您在宾夕法尼亚大学期间,想必参观过宾大的博物馆,并欣赏了一百年前来自中国的“昭陵二骏”。

您应该知道,1000多年前的中国唐朝是一个伟大的朝代,高度繁荣,气象万千,兼容并包,海纳百川。中国陕西的唐太宗浮雕石刻骏马——昭陵六骏,每块宽约205厘米,高170厘米,厚30厘米,重约2.5吨。其造型优美,线条流畅,精细圆润,具有非凡的艺术价值和历史价值。但是100多年前,昭陵二骏“飒露紫”和“拳毛騧”不幸被盗卖。

早在1914年,中国政府就颁布《严禁私自售运古物令》,禁止文物非法买卖。美国的《统一商法典》和美国博物馆协会颁布的《考古材料与古代艺术品获取指南》明确指出,博物馆不得收藏非法取得的艺术品,而在国际上也有类似规定。美国宾夕法尼亚大学一直致力于全球文化遗产的保护,但1920年不当购买昭陵二骏,导致昭陵六骏从此天各一方。

《圣经》箴言:“公义使邦国高举,罪恶是人民的羞辱”,美国的三大价值观为“公正”、“平等”、“正义”,美国自由女神像是自由的象征。可是,我们的国宝昭陵二骏还被禁锢在美国,有家难回,不得自由。我们也知道,美国总统没有权力擅自决定文物的归属。但是,自2009年中美两国政府签署《限制进口中国文物政府间谅解备忘录》以来,美国已三次向中国返还流失文物,这是一个积极的迹象。

骏马在中国传统文化中代表着自强不息、积极向上的民族精神。昭陵二骏,来自中华文明发祥地、习近平主席的家乡,关乎中国人民的民族感情、民族尊严和中国的国家形象,也关系到中美关系、美国的形象。从文物的完整性、神圣性来说,此文物也应该回归中国。

中国有句成语,见鞍思骏马。一百年来,无数人为了昭陵二骏的回归积极奔走。而今,无论是在与昭陵二骏相关的中国河南洛阳、陕西礼泉,还是吉林德惠鳇鱼岛,许多中国人都在深切盼望昭陵二骏回归。美国萨克斯乐曲《回家》表达对家乡的思念。我们的昭陵二骏应该也想回家,因为中国有句成语“老马识途”。

100年前,昭陵二骏流失美国。50年前,“乒乓外交” “小球推动大球”,中美关系实现正常化。登高可望远。而今,我们期待,您能为昭陵二骏回归中国而积极努力,中美两国关系再次实现改善。

愿美国人民早日战胜新冠疫情!

To President Joseph Robinette Biden. We hope Mr. Biden would coordinate the return of the two Steeds of Zhao Mausoleum, the Chinese national treasures.

Your Excellency President Joseph Robinette Biden:

Congratulations on becoming the 46th President of the United States.

You often say that a good society and country should respect the free expression of public opinions. As you are a Pennsylvanian, a former professor at the University of Pennsylvania, and now the President of the United States, you must have visited Penn Museum and viewed the two steeds of Zhao Mausoleum during your stay at the University of Pennsylvania. We are writing to you regarding to the concerns about the Chinese historical relics, the two steeds of Zhao Mausoleum.

Dear President, You know that China’s Tang Dynasty was a great and prosperous dynasty jointed with diverse cultures from many nations around the world. The Six Steeds of Zhao Mausoleum in Shanxi Province, carved in stone, 205 centimeters wide, 170 centimeters high, 30 centimeters thick, and about 2.5 tons for each, were well known for the extraordinary artistic and historical values. Unfortunately, two of the steeds named “Saluzi” and “Quanmaogua” were stolen and smuggled abroad a hundred years ago.

As early as 1914, the Chinese government that time issued The Law of Prohibition of the Unauthorized Sale and Transportation of Antiquities to prohibit the illegal sale and transportation of cultural relics. Also, the Uniform Commercial Code of the United States issued by the American government and the Guide to Acquisition of Archaeological Materials and Ancient Works of Art issued by the American Association of Museums both clearly stated that museums must not collect illegally acquired works of art. There are many similar concerned rules stipulated worldwide, as well as the University of Pennsylvania has long been dedicated to the preservation of global cultural heritage. However, the University of Pennsylvania still purchased the two stolen steeds of Zhao Mausoleum. This inappropriate purchase has not only torn apart the six steeds from one another but also infringed both Chinese law and international law.

The Bible says, “Righteousness exalts a nation, but sin is a disgrace to any people.” We know three values of the United States are justice, equality, and righteousness, and the Statue of Liberty is a symbol of freedom. However, our two steeds of Zhao Mausoleum are still locked in the United States, and could not be returned till now. We know well that even the President of the United States has no power to determine the ownership of the cultural relics. However, it is a positive sign that the United States has returned the lost cultural relics to China three times since 2009 when China and the United States signed the Memorandum between Governments on Restricting Import of Chinese Culture Relics.

In Chinese traditional culture, steed represents the unyielding and positive spirit of the Chinese nation. The two steeds of Zhao Mausoleum come from the cradle of Chinese civilization as well as the hometown of President Xi Jinping. They not only carry the dignity of the Chinese people and the national image of China, but also affect the image of the United States and the relationship between China and U.S. With the consideration of maintaining authenticity and integrity at historical cultural heritages, we believe it is essential for the two steeds of Zhao Mausoleum to return home, China.

As the Chinese idiom says when one sees the saddle, he thinks of the horse. Over the past century, countless people have been engaged in facilitating the return of the two steeds of Zhao Mausoleum. Till today, many Chinese citizens especially those from Luoyang, Henan Province; Liquan, Shanxi Province; and Huangyu Island of Dehui, Jilin Province are still longing for the return of two steeds of Zhao Mausoleum. Like the popular piece of saxophone music Going Home expresses a homesickness sentiment, our two steeds of Zhao Mausoleum share the same feelings, and eager to return home, China. As the Chinese idiom says, “an old horse always remembers the way home”.

A hundred years ago, the two steeds of Zhao Mausoleum were illegally smuggled to the United States. Fifty years ago, small ball pushed big ball successfully, China-US relations was normalized by ping-pong diplomacy. We could see further while climbing higher. Today, we look forward to your vigorous efforts in facilitating the return of the two steeds of Zhao Mausoleum to China, and we believe the return of the two steeds of Zhao Mausoleum would continuously improve the development of China-US relations.

May the American people defeat COVID-19 as soon as possible.

May the Chinese and American people enjoy the friendship for generations to come.
